Bug Description
Tools are selected and stored per subwindow, when we changing subwindow also tool are changing (but in toolbox nothing happen, state of buttons doesn't change)
Tools must be independent and globally, e.g. if I choose pencil, I want draw with it on all subwindows.

This bug is very important, it cause crash when close last subwindow (manually) after added settings dock.
I resolved temporary few problems but it needed complex refactoring
P.S. it's late I hope that I write this without big errors and all is understandable.
