Wishlist: automatic mail-send-hooks

I was trying to write the manual sections on FCC and IMAP-FCC and had
to mention that the users should add 'vm-imap-save-composition to
mail-send-hook.

Then I thought, this is kind of silly. Why can't VM just add the
hook instead of telling users to add it?

The problem is that VM doesn't load sendmail anywhere. So, it is not clear
where to put the code to add mail-send-hooks.

(If mime-encode-headers and mail-check-recipients
are moved to the VM core from rfaddons, that would entail adding
more mail-send-hooks.)
