"Choose an Application" dialog doesn't present list of programs

This is more of a usability bug than anything; I'm sorta hoping that this makes it into the Hundred Paper Cuts.
When I try to open a file Firefox doesn't recognize from the Downloads window, rather than presenting me with Nautilus' Open With dialog, Firefox displays its own Choose Application box. Problem is, this box is not populated with any applications. The only available option is a button to browse for the application, but most users don't know what the Linux equivalent of C:/Program Files/ is, leaving them completely stranded.
The workaround is to manually navigate to the Downloads folder in Nautilus, but the new user will not think of that.
In my case, I was trying to install an OpenOffice extension.
