Bug Description
We created two new commit message tags to help developers so the tagger script won't mess with their bugs unless it's appropriated to, and also to get rid of orphaned commits: [no-qa] and [incr]. More info on what they mean on https:/
To enforce the use of these tags, specially [no-qa], the PQM regex should change to also check that.
