Keyboard shortcuts in Evolution no longer work

Bug Description

Menus for Evolution appear and work correctly, but keyboard shortcuts (any of them) do not work when APPMENU_DISPLAY_BOTH=0. This includes CTRL+W and CTRL+Q (close window and program, respectively), CTRL+R (reply -- in both main and message windows), etc.

Shortcuts work again if I manually run:

`APPMENU_DISPLAY_BOTH=1 evolution`

Same thing with Pinta (you can install version 0.4 from https://launchpad.net/~moonlight-team/+archive/pinta/+packages on Lucid, or just install the .deb or .zip on Maverick). Shortcuts only work with APPMENU_DISPLAY_BOTH=1.
