"No changelog error" should say that there is probably a syntax error if the file is there and non-empty

Bug Description
The changelog parser tolerates garbage at the end of the file, but if the
entire is garbage we will just state that the file is not there. We should
say that it couldn't be parsed or something instead if it is there and non-empty,
but produces no blocks.
