Timestamps use 24hr format even when panel clock uses 12hr

Bug Description
My panel clock should be the authority when it comes to date and time formatting throughout the system. By default, the panel clock shows the time in 12hr format, but Renkoo shows the time in 24hr format. Renkoo's time display should match my panel clock.
