libeel2-2 depends on empty package libeel2-data

Bug Description

libeel2-2 depends on libeel2-data which contains only the mandatory /usr/share/doc files.
IHMO both the dependency and the package (libeel2-data) may be deleted.

Thanks for your bug. This package ships the translations if you rebuild it locally and Debian doesn't strip the .po files neither, the current way is consistent and works everywhere, that's not likely to be changed. The package is not an issue

What about changing the dependency into a recommmends (libeel2-2 recommends libeel2-data, libeel2-data depends libeel2-2)?
This way it would be consistent with libglib2.0-0 and libatk1.0-0. Both packages are in the same situation (data package providing locales) but recommend only their data package instead of depending on it.

I'll discuss it with the other GNOME maintainer, but a Recommends will make likely than the translations are not installed on Debian, and as said the current Depends is not a real issue, it just makes an extra package listed
