euca-describe-volumes execution time increases with number of volumes

Bug Description

I was running one required test on a different protocol when I noticed that the test took a long time to run. Digging into it I found that euca-describe-volumes execution time seems to increase with # of volumes created.

Eucalyptus 1.6.2, Maverick. Happens as well on Eucalyptus 1.6.2 Lucid.

Marking fix released for Eucalyptus 2.0 on Maverick. There is a _slight_ increase in processing times, but non-significant.
