Bug Description
The default menu for Chromium is showing menus of "_File" and "_Edit".

chromium is not yet creating any menus see bug 598534. the current shape that you are seeing i.e. underscore before 'File' and 'Edit' that is another bug 601011 (in unity). But those windows which dont create any menus will still show file, edit in the appmenu. thats by design so that the panel dont look empty.
