Bug Description
OOPS-1643A1771 is one of three oopses in lpnet that implies that +ubuntupkg did not correctly check for packaging_
field.

There was an incident in a view a few months ago where the submitted distroseries was ignore by the valididator--it used the current distroseries. This may be the same case.
