Turning off/restarting PC possible while installing updates

Bug Description
While installing updates it is possible to restart/turn off your Ubuntu desktop. Isn't this dangerous?
So I would like to suggest:
1) Making restarting/turning off your PC during update installation impossible
2) Or simply wait with restarting/shutting down until all the updates are installed.
