libegl1-mesa-dev needs to depend on other -dev packages

Bug Description
The libegl1-mesa-dev binary package includes egl.pc which contains:
Requires.private: libdrm >= 2.4.15 dri2proto >= 2.1 glproto >= 1.4.11 x11 xext xxf86vm xdamage xfixes
Therefore, libegl1-mesa-dev should depend on the -dev packages that contain the required .pc files.
The attached patch fixes this.
Note, however, that a 100% correct fix should also offer an alternative version of egl.pc for the hurd-i386 architecture that doesn't include libdrm in Requires.private. Of course, Ubuntu is not affected by this.
