apt-mark doesn't function without python-apt

Bug Description

Binary package hint: apt

apt-mark is an utility that is included in the apt package and it depends on python-apt to be installed, but 'python-apt' is only suggested by 'apt'. Shouldn't it be a dependency rather than a suggestion, since apt-mark can't do anything useful without it?

apt-mark has been replaced by apt-cache showauto and apt-get markauto/unmarkauto. It's still included for compatibility though, but should not be used anymore.
