Bug Description

Binary package hint: redmine

Bug 575462 fixed in Debian [1] is still here in Ubuntu.

It prevents the user from using the redmine package out-of-the-box using the passenger Apache module.

Workaround:
chown www-data /usr/share/redmine/config/environment.rb
