[arm] Don't build with neon instructions support on arm

Bug Description

The Qt4 build system autodetects neon instructions support (even when it is told to use armv6, like in the current debian/rules) and builds the packages accordingly.

In order to support as many platforms as possible, neon support should be disabled at configure time with the "-no-neon" flag.

I am currently trying a build with the "-no-neon" flag added to the debian/rules. I will report the result of the experiment here as well as attaching the appropriate patch.

it would really have helped if this bug here was properly triaged in the beginning, so the ubuntu-armel team would have noticed it at all ...
