Thumbnails are low quality

Bug Description

Is there any way to have the thumbnail overlays generated at a higher quality? I'm finding that they look very pixelated - for example the newest wine package contains a beautifully rendered .png in the hicolor/48x48 directory (and .svg scalable icons too) but it gets rendered as a very jagged/pixelated overlay on the .deb icon.

I think there is more work to be done in this issue.

The problem is, in my opinion, that the size requested by gnome is bigger than the actual size rendered. If the thumbnailer complies to the size requested, then the annoying frame appears.

The actual solution, using 48x48 as base background isn't flexible enough, in my opinion. What we should do is log what size is requested and compare it to what size shall be rendered (from other icons in the same directory, at a given zoom level).
