Allow other users to stop inactive competitions

Bug Description

some users do not stop their competitions, resulting in competitions idling on the server until the user will manually stop them.

we need a way for other users to stop such "idling" competitions that seem to be on hold because the user forgot to stop it after debugging his client.

or we need to make sure that competitions won't idle.

I see the point. At the moment only the owner or admin users can do that. I would see two possible solutions:

1.) Send out reminder mails to admins and to competition owner asking them to stop competitions if these run for too long (say one hour or so)

2.) Allow the user coming next in the queue to stop the current competition while forcing him to provide a reason and telling him that this action is reported to the admins and to the current competition's owner.

I think we should really avoid building the ground for situations where participants stop each others competitions in order to disturb other teams.
