Update Manager test in Mago fails to launch update manager and thus the test fails

Bug Description

Binary package hint: mago

When mago tries to run the update-manager tests, they always fail as mago does not successfully open Update Manager first.

Instead, it seems to just launch into the tests without checking to see if UM is opened or not, drops a python trace for each case, and exits...

I'll attach the xml log from a debug run that lists the traces... but the root cause is that update manager is not being opened.
