check for libboost_program_options produces error if --prefix is used

Bug Description

I ran onto this on openSuse 11.1

jdaly@rx7:~> uname -a
Linux rx7 2.6.27.7-9-default #1 SMP 2008-12-04 18:10:04 +0100 x86_64 x86_64 x86_64 GNU/Linux

running ./configure works fine

but running ./configure --prefix=<some path> produces the error below

checking for libboost_program_options... no
configure: error: boost::program_options is required for drizzle

I will attach the two config.log files to the bug

Joe, is this still a problem for you, looks like you needed the boost program options package

I dont have a environment to reproduce this in anymore, my opensuse install is gone. Ill move this to invalid.
