Introduction of superfluous newlines in debian/changelog

Bug Description

bzr-builder adds an empty line after every line in the modified debian/changelog. The newly added 'Auto build.' entry is not affected, which is probably because 'dch' is run after the introduction of the superfluous newlines. I encountered this problem both on my local machine as well as builds requested on Launchpad, such as [1].

This bug does not affect the operations performed by bzr-builder negatively in any way, which means that the bug doesn't have a high priority.

Since bzr-builder appears to delegate the read and write operations on Debian changelogs to python-debian the bug is likely to be located in python-debian.
