Window list hover highlighting is confusing in Ambiance

Hello,
This is a usability problem. I'm using the ambiance theme for over a month, and I keep finding myself clicking a window in the window list which is already active, thus minimizing it, instead of clicking the window I want to show.
I think that this is because the highlighting a window button gets when the mouse hovers over it is much stronger than the highlighting a button has if its window has focus. This means that before clicking a button, since it is always highlighted, it's very hard to tell whether I'm going to show it (if it doesn't have focus) or hide it (if it has). It isn't obvious whether another button is highlighted, because focused and unfocused windows have roughly the same highlighting.
I suggest to disable hover highlighting completely, and show clearly, using persistent highlighting, whether a window has the focus or not. Perhaps the color of the border or the text could be changed when the mouse hovers over a button, as long as it remains clear which window has the focus.
I hope this can at least be checked. I'm really not a novice, so if I keep doing the same mistake over and over then maybe something is wrong about the design.
