It's not a bug, it's a feature! ;-)

Seriously, if you want to run Windows program, you should install Wine.

To maximize compatibility, you can install the latest version by entering these commands in a terminal:
sudo add-apt-repository ppa:ubuntu-wine/ppa
sudo apt-get update
sudo apt-get install wine

That's it!

windows-el is not a utility to run Windows programs. As said above, Wine may be used for that purpose.
