I would like to see the xml-rpc component included with thunderbird.

Thanks for your report. Your idea might get more attention and have the possibility of being implemented if you submit a specification for it. First check whether the idea is already registered https://launchpad.net/ubuntu/+specs, and if so, contact the specification's drafter about your ideas. I am not sure what you mean, xml-rpc simply needs to be added to --enable-extensions when calling configure in debian/rules.

I'm not sure which one is needed, but the corresponding package would need a main inclusion report.

Hobbsee, I think mozilla itself has an xml-rpc component buildable, see http://www.mozilla.org/projects/xmlrpc/ though I a quick google doesn't reveal much detail about it. (Why upstream don't include it)

AFAIK, there aren't any additional dependencies. Firefox includes the xml-rpc component and I've built the thunderbird with the component as well. They both work as expected and I don't have any of the above packages installed.

Again, all that is required is adding xml-rpc to configure like so:
--enable-extensions=default,typeaheadfind,inspector,xml-rpc \
(line 73 in debian/rules)
