power management icon always shows in maverick even when told not to

Bug Description
Binary package hint: gnome-power-manager
Since updating to Maverick, the power management icon shows constantly no matter which setting is chosen. This is on a PC, not a laptop, which is normally set to the default of only show when charging or discharging the battery, or after changing the setting to NEVER show the icon, it still shows.
I believe this is the result of a buggy transition to the new indicator applet style icon.
