Bug Description
Steps to reproduce: Attach lots of attachments to the same bug report in a small space of time. This is particularly relavent when using apport-collect to collect different logs and .txt files under Ubuntu
What happens: Each attachment generates an individual email notification to the subscribers of the bug.
What I think should happen: Just one email should be sent with details of all of the attachments attached.
