Bug Description
As seen on OOPS-1626A24, user hacked the URL and got an OOPS: TypeError: Not a string (<type 'list'>)

This is fixed for bug 213366 by turning the TypeError into an UnexpectedFormData exception. Those don't become OOPSes.
