apticron reports packages on hold as upgradable

When setting packages on hold, using both aptitude and dpkg --set-selections, aptitude and apt-get both say nothing to upgrade, and apt-get says that the packages are on hold.

apticron still sends mail every day, that the packages on hold are upgradable, though it should respect that the packages are held back.

Searched for hours before reporting, and still... SRY

`export NOTIFY_HOLDS=0` helped
