Create default value framework for setting options

The current implementation of default values for options is error-prone and not reliable. The settings system should instead adopt default values which need to be registered before options can be read. Providers could help here but are not a must.

In case an option value is requested before a default has been registered an error should be triggered. Initial option write could also provide a default value for other users.
