Bug Description

Running up to date lucid:
On a system with no monitor connected gnome-display-properties does not allow you to change the resolution.
For example, when using the system remotely via vnc.

To reproduce: Unplug any monitors and connect to the computer via vnc (or similar) and try to change the desktop resolution.
All inputs in gnome-display-properties are disabled.
