console-cyrillic don't work at all for 3 PC's

Bug Description

I installed console-cyrillic in Ubuntu Dapper.
1. But it's not working when usplash is enabled.

2.When I disable boot splash it localize only 1st virtual terminal (even if in /etc/console-cyrillic file I specified to localize all vt's: ttys /dev/tty[1-6]). I began to debug /etc/init.d/usplash and I figured, that we cann't change font while there is usplash running. There is workaround for this issue in /etc/init.d/usplash (when we start usplash script it check if /sbin/usplash running, if so it kills it and runs /etc/init.d/console-screen.sh).

3. But /etc/init.d/usplash don't works even for console-screen.sh, because this expression isn't true
( pidof usplash > /dev/null || [ "$(fgconsole 2>/dev/null)" = "8" ] )

I tested it on 3 PC's (2 Desktops and one notebook).
