Bug Description

Please merge xdelta3 0y.dfsg-1 (universe) from Debian unstable (main)

Merge from debian testing remaining changes:
 - Change shebang in /testing/xdelta3-regtest.py and xdelta3-testy.py
   to #!/usr/bin/python

xdelta3 (0y.dfsg-1) unstable; urgency=low

  * New upstream release.
    - Can read source from pipe/fifo , new -B option.
    - Has manpage (thanks Leo (costela) Antunes)
  * Convert to 3.0 (quilt) source format
  * Correct lintian warnings:
    - Update standards version,
    - add misc:Depends
