queue user-to-user messages and remove duplicates

Bug Description
Some users have reported spam messages being sent to them by mahara.org users.
These spammers have manually created accounts on Mahara.org and just emailed (via direct messages within Mahara) a large number of users, copy and pasting the same code.
A solution would be to queue up all user-to-user emails (for say 5 or 10 minutes) and wait to see if a given user sends the exact same message to a large number of users (say more than 5 people ?) in that time. If that's the case, then the other emails should be discarded and a warning sent to the site admin.
