road has two carriers from type 2 and no human worker

Bug Description
If you split a road with 2 working carriers, one part has a human worker the other part has an animal worker.
If the road is busy a second worker will be requested, this is in both cases (sometimes) a worker from type 2.
You have roads without human workers.

Thank you for the report. This is one of those bugs that would probably have gone unnoticed for ages otherwise, since it really depends on how you play.
Should be simple enough to fix, really.
