Special characters are not percent encoded when you submit a statement

Bug Description
When I add a statement that involves characters such as ? or #, subsequently clicking on the link generated on the submit_statement page brings me to the wrong page.

Additionally, the forward slash (/) causes problems in statements; the concept page for "Assembly (Vax 11/785)" (http:// openmind. media.mit. edu/en/ concept/ Assembly% 20(Vax% 2011/785) /) is blank, despite the statement that I added (via http:// openmind. media.mit. edu/en/ add_statement/ 2838/Assembly% 20(Vax% 2011/785) /programming% 20language/). Furthermore, attempting to percent encode the / (http:// openmind. media.mit. edu/en/ concept/ Assembly% 20(Vax% 2011%2F785) /) gives me an "Oops! This link appears to be broken." page (in Google Chrome).
