Special characters are not percent encoded when you submit a statement

Bug Description

When I add a statement that involves characters such as ? or #, subsequently clicking on the link generated on the submit_statement page brings me to the wrong page.

Additionally, the forward slash (/) causes problems in statements; the concept page for "Assembly (Vax 11/785)" (http://openmind.media.mit.edu/en/concept/Assembly%20(Vax%2011/785)/) is blank, despite the statement that I added (via http://openmind.media.mit.edu/en/add_statement/2838/Assembly%20(Vax%2011/785)/programming%20language/). Furthermore, attempting to percent encode the / (http://openmind.media.mit.edu/en/concept/Assembly%20(Vax%2011%2F785)/) gives me an "Oops! This link appears to be broken." page (in Google Chrome).
