I had (until yesterday) my Swedish layout working in a terminal with the extra non-english letters: åäöÅÄÖ.
After the install of the package 2.1.41ubuntu1 yesterday, the characters I got in a terminal are now: [';{":
Temporary User Fix: In XFCE menu <Applications>
Add your (lost) local keyboard layout, and enable it.
To confirm the bug, run: sudo aptitude install menu
Log out, log in and the keyboard layout is lost again.

The user work around is not persistent between system restarts.
