wl driver is in unusable state after suspend

Bug Description

= Expected =
   Wireless Network to reconnect fine after suspend.

= Actual behaviour =
   Network manager is claiming password is not valid for wireless network, wpa_suppliant in debug mode compaints about various errors, like WPA MIC and ioctl errors, causing not to be able to connect.

= Debug output to for workaround =
  - I have stopped the network manager;

    /etc/init.d/network-manager stop

  - I have killed any remaining wpa_suppliant instances;

    killall -KILL wpa_suppliant

  - I have started the wpa_suppliant in debug mode;

    sudo /sbin/wpa_supplicant -Dwext -iwlan0 -c/etc/wpa_supplicant.conf -dd -t 2>&1 | tee -i /tmp/wpa_supplicant.log

  - I have included my Terminal output in the logfile was well;

    export PROMPT_COMMAND='history -a; history -r; logger -t Terminal "`tail -1 $HOME/.bash_history`"

  - I have poked-it-with-a-stick to get it working again using various instances of rmmod modprobe, ifconfig, iwconfig, tcpdump but this method is not reliable and cannot be reproduced every time.

= Most interesting messages to me =
When looking at the logfile there are a few messages which worries me the most, but I cannot deduct any logical or workaround based upon them:

   - WPA: Could not verify EAPOL-Key MIC - dropping packet

   - ioctl[SIOCGIWSCAN]: Invalid argument

   - ioctl[SIOCSIWAP]: Device or resource busy

Hi RickvanderZwet,

If you could also please test the latest upstream kernel available that would be great. It will allow additional upstream developers to examine the issue. Refer to https://wiki.ubuntu.com/KernelMainlineBuilds . Once you've tested the upstream kernel, please remove the 'needs-upstream-testing' tag. This can be done by clicking on the yellow pencil icon next to the tag located at the bottom of the bug description and deleting the 'needs-upstream-testing' text. Please let us know your results.

Reopening this bug since I am experiencing the same issue as of today using the wl driver on my HP Mini 1033cl with all packages updated. Need another test case?
