No warning nor preview when removing Panel or Notification Area

Bug Description

Binary package hint: gnome-panel

Too many beginners ask help on the forums because they :
- removed a panel by mistake, and then can't find how to get back to the original setting
- or they removed all the Notification Area when they just wanted to remove one of the icons inside the Notification Area

I think these elements should be more difficult to be removed , e.g. show warning, show visually the elements that will be removed, or show a preview ask confirmation (like when we change screen resolution).
