Synaptic / package installer / Update Manager steal focus

Bug Description

So I go to install my updates, and let them download in the background while I continue work elsewhere, but when they're finished downloading, it steals my focus and shows me that it's installing updates now.

I'm fairly certain this happens across Synaptic Package Manager, definitely Update Manager and I think also the package installer when you manually install a .deb.

Confimred, effects me too. It's a small papercut but it does get repetative and annoying at times.
