Nothing in logs after fail

Bug Description
I restarted vsftpd with an error in my vsftpd.conf file. I had a line reading "userlist_deny" instead of "userlist_
However, there was no record of what the problem was, as there was no mention of vsftpd in any file /var/log/*
When I tried running vsftpd directly, I got the following error message:
500 OOPS: missing value in config file for: userlist_deny
That error should have been caught and copied into /var/log/

I restarted vsftpd with an error in my vsftpd.conf file. I had a line reading "userlist_deny" instead of "userlist_ deny=YES" . When I restarted vsftpd via the /etc/init.d/vsftpd init script, it appeared to work. However, ps axuw|grep vsftpd returned nothing. Also, port 21 wasn't open.
