Binary package hint: ubiquity
In the format/mount point selection dialog of the installer, currently one can select a filesystem option other than what is currently on the partition. Choosing such an option implies that a format is required and hence the user should then no longer be able to choose in the format checkbox. The format is forced and this must be indicated to the user.
This is reported in another bug (#584074) which had a not so correct summary hence the new bug report. I will be marking the other as a duplicate of this. There is a patch available there which fixes this.

There have been many changes in Ubuntu since that time you reported the bug and your problem may have been fixed with some of the updates. It would help us a lot if you could test it on a currently supported Ubuntu version. When you test it and it is still an issue, kindly upload the updated logs by running only once:
apport-collect 590317
and any other logs that are relevant for this particular issue.
