ssh init script doesn't use the /etc/default/ssh file

Bug Description
I have defined, in /etc/default/ssh file, the next option:
SSHD_OPTS=-4
But when I restart SSH daemon: "sudo /etc/init.d/ssh restart", SSH continues ignoring this option.
