Icons beside each Gwibber message lack tooltips

Bug Description

Binary package hint: gwibber

CONTEXT

The Gwibber interface shows each social networking message as a separate "speech bubble". When hovered over with the mouse cursor, each message has two tiny icons in the upper-right corner; a "gears" icon, which you can click on to produce a list of possible actions regarding that message, and an "envelope with an arrow" icon, which allows you to reply to that message inside of Gwibber.

PROBLEM

Neither of these icons has a tooltip explaining what they do. (And the "envelope with an arrow" icon almost looks like it's meant to pass the message along to someone else, i.e. retweet it.)

EXPECTED BEHAVIOR

Trial and error will not be required to figure out how to use Gwibber. All interactable elements will have tooltips, as well as clear and obvious icons.

Yes, it is, sorry. Launchpad has been telling me that it's taking too long to search for duplicate bugs, even when I cut down the number of words like it asks.
