cups and other services doesn't automatically start

Bug Description

Binary package hint: upstart

Cups and other services very often doesn't start. I have reported this problem to https://bugs.launchpad.net/ubuntu/+source/cups/+bug/554172 and they suggest me to open a new bug. The problem seems to disappear if I comment the console output row in /etc/init/rc.conf. They suggest me to send you boot.log, syslog and the output of initctl list with --verbose kernel options and boot.log and syslog with --debug options. So I attach boot.log with verbose kernel option

I have the same problem with 9.10: I always have to run
sudo /etc/init.d/cups restart

after boot to have access to the printers. I've read
https://bugs.launchpad.net/ubuntu/+source/upstart/+bug/543506

but do not understand. Could anybody tell me what I have to do? Is there a solution
to this problem?
