AVR tools missing most Xmega devices

Bug Description

Binary package hint: gcc-avr

The Xmega patch in the gcc-avr, binutils-avr, and avr-libc packages hasn't changed for at least a year, and are missing more than half of all the Xmega devices.

Patches for the remaining devices (including many shipping chips, like the 192a3 I have on my devel boards) don't seem to properly exist anywhere at this time, so I'm filing this bug with the intent of providing a proper patch. However, the avr-gcc list is supposed to be discussing the placement of each device in the various chip classes before I post anything.

Yes, avr-libc package is stale. Current version is 1.8.1. Please update the package to latest.
