3 vm-*.el files fail to byte compile with XEmacs-21.5.29 on trunk.
Specifically vm-pcrisis.el & vm-pgg.el fail with "!! Symbol's function definition is void ((declare-

The declare-function declarations are commented out for now. A better fix for XEmacs is needed in the long run.
