Bug Description
The problem is that "DELAY" is translated as "DEFERIR" but this word in brasilian means "ACCEPT", so the first 2 options means the same.
The word "DELAY" must be translated into "ADIAR".

In Mailman 2.1.10, the pt-BR translation of "Defer" (not "Delay") was "Deferir", and the translation of "Discard all messages marked <em>Defer</em>" was "Descartar todas as mensagens marcadas como <em>Deferidas< /em>".
In Mailman 2.1.11, these were changed to "Adiar" and "Descartar todas as mensagens marcadas como <em>Adiar</em>" respectively, so it seems this issue was fixed in Mailman 2.1.11.
