May I ask what you are running? You likely started something that uses speech-dispatcher, and something has happened along the way that has caused speech-dispatcher to lock up/misbehave.

I imagine that mumble started speech dispatcher.

That sounds about right. Does mumble allow you to turn speech off? If so, doing so is a deacent work-around.

Mumble does allow me to turn speech off, but it starts up
speech-dispatch anyway when it starts. For now, I'm just killing
speech-dispatch after I start mumble, although speech-dispatch doesn't
always consume all the cpu time.

Thank you for taking the time to report this bug and helping to make Ubuntu better. The issue that you reported is one that should be reproducible with the live environment of the Desktop CD of the development release - Natty Narwhal. It would help us greatly if you could test with it so we can work on getting it fixed in the next release of Ubuntu. You can find out more about the development release at http://www.ubuntu.com/testing/ . Thanks again and we appreciate your help.

This bug is supposed to be fixed a long time ago. Please don't hesitate to reopen if it still happens to you.

speech-dispatcher (0.7.1-2) experimental; urgency=low

  * Squeeze NMU by Samuel Thibault incorporated.
  * libao-dev added to build dependencies; closes: #597964.
  * Patch by Samuel Thibault <email address hidden> to prevent infinite
    loop on some backend failures.
  * Upload to experimental because squeeze is in freeze.
