rpm spec file is not there
Makefile.am needs to be modified according to that. Probably configure.ac and Makefile.in as well

Well, in theory there's no need to have the spec file along with the sources. Same happens with the debian dir for the debian packages, it's not in the sources. This is done because package maintainers are not the usually the same ones as the upstream developers, and each distribution usually has its own package creation setup. The sources usually are setup until make dist, and the real distribution package creation is managed outside the sources. But anyway, in this case it may make sense to have the spec file for RHEL5 and debian dir for Ubuntu along with the sources.
