I had a similar problem with an ACER Aspire One netbook. Mic worked fine in sound recorder but was very weak or did not respond in Skype. I found a solution by running padevchooser then adjusting the volume of the input device. You will see two inputs (stereo) and they are linked together. That is the problem. The mic is mono not stereo. So you need to click on the lock icon in the upper right. This unlocks the two inputs. Set one to 90% and the other to 10%. This should fix it, launch Skype and you should be ok.

Rick, you got the Skpy part right, here's what I had done as well as fixing a few other things.

For Ubuntu 10.4 / Linuxmint 9

To fix screen brightness issue and volume keys:

1. Change this line in /etc/default/grub
sudo nautilus /etc/default/grub
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash acpi_osi=Linux acpi_backlight=vendor"

Then:
sudo -s
cd /boot/grub
grub-mkconfig > grub.cfg

2. In order to keep your brightness and adjust it manually:
alt-f2 and typing gconf-editor
under apps > gnome-power-manager > backlight
Disable both "enable" and "batter_reduce"

3. Reboot

To fix Skype microphone issue

Stereo microphones work with Ubuntu/LinuxMint in general, they do not work with Skype.
To fix for Skype

1: Open Alsamixer/PulseAudio volume
2: Unclick the Link button to keeps the left and right mikes linked together
3: Set either the Left or Right microphone channel to 100
4: Set the other microphone channel to 0 (you will now see it the sound level bar working)
5: Launch Skype, go into Options
6: Select Sound Devices and uncheck the box labeled "Allow Skype to automatically adjust my mixer level".
Skype should now work as advertised.
